Lock for style sheet editor

A CMS enhancement for our design-minded users: when one of you edits the Style Sheet (updates.css file), it will now be locked, preventing other users from editing at the same time and overwriting your amazing work.
If you try to access the file while another user is editing, you will be (politely) denied. The message even includes the name of the other user so that you can shout at them across the office.
Once that user saves or exits the file, it will be unlocked and you will be notified if you're still on the page.
